
The Golden Plough Lodge and Northumberland County Archives and Museum (GPL & NCAM) construction project in Cobourg has entered its final phase, with 75 per cent of the work completed.
Northumberland County, in partnership with Matheson Constructors, is focused on delivering this essential long-term care and cultural facility by the revised occupancy date of June 2025. Residents are expected to move into the new lodge next fall.
Initially scheduled for completion in December 2022, the project faced delays due to global challenges in the construction industry, including rising material costs, labour shortages, and supply chain disruptions stemming from the pandemic. These factors led to a $30M increase in the project’s budget, which now stands at $145 million, up from $115 million. The County says they’ll finance the increase through Infrastructure Ontario and reserves.
Brian Ostrander, Northumberland County Warden, acknowledged the challenges but emphasised the importance of delivering a facility that meets the evolving needs of the community. “This agreement ensures that the project can move forward, providing both long-term care services and preserving Northumberland’s cultural heritage,” he said.
