
OPP’s repeat offender parole enforcement squad is calling on the public for help in locating a federal offender wanted on a Canada-wide warrant as a result of a breach of their statutory release.
OPP said Lucan Watters is described as a 47-year-old Caucasian man, weighing about 130 pounds and is about five-foot-six. He also has several tattoos, including a wave on his left side of the neck and “FTW” on the back of the neck; “hard luck” with a green clover on the upper left arm; barbed wire on the upper right arm; on his chest is “J.D. J.D” and “Watters” on the lower back, said police.
Police said the accused is serving a four-year, 11-month, five-day sentence for drug-trafficking and weapon-related charges, in addition to other offences, and that the offender is known to frequent the Peterborough, Trent Hills, Campbellford, Norwood and Toronto areas.
