
A joint investigation by the Port Hope Police Service and Cobourg Police Service has resulted in seven arrests and the seizure of approximately $40,000 worth of illegal drugs following a raid in Cobourg’s east end, say police.
According to police, their investigation started in spring 2025 and focused on the trafficking of schedule I substances in Cobourg and Port Hope. On July 3, officers from both forces, along with the Belleville Police Service canine unit, executed a Controlled Drugs and Substances Act (CDSA) warrant at a Cobourg residence.
Seven people were arrested, and investigators allegedly seized significant quantities of fentanyl, cocaine, crack cocaine, oxycodone and clonazepam, along with offence-related property.
Police said the following Northumberland-area residents were charged with multiple counts of drug-trafficking:

Patricia Wells
Jason Ivany
Jessica Rouse
Christopher Jibb
Mandy Casteels
Roxanne Firlotte
Each individual faces several charges under section 5(2) of the CDSA, including possession for the purpose of trafficking in fentanyl, cocaine, crack cocaine, oxycodone and clonazepam.
Police said Rouse, Jibb and Patricia Wells were also charged with possession of fine cut tobacco, under section 29(2) of the Tobacco Tax Act.
None of these charges have been proven in court.
All seven of the accused were held in custody for a bail hearing.
Port Hope and Cobourg police said this investigation reflects an ongoing commitment to disrupt the flow of illegal drugs and protect public safety across Northumberland.
