
Two United Kingdom residents are due in Cobourg court after an investigation by OPP’s anti-rackets branch (ARB) into alleged driveway paving fraud spanning several regions across the province, say police.
The probe was led by OPP’s ARB economic crimes and corruption unit and was supported by the OPP’s provincial asset forfeiture unit, integrated fraud awareness and response initiative, OPP Central Region (which spans multiple areas including Northumberland), and the Canada Border Services Agency, according to a recent OPP release.
As a result of the investigation, police said two individuals are now facing charges under the Criminal Code of Canada.
Police said Stuart Barton, 30, of the United Kingdom, was charged with fraud under $5,000, and three counts of fraud over $5,000.
Edward Barton, 28, of the United Kingdom, was also charged with fraud over $5,000, reported OPP.
None of these charges have been proven in court.
Both of the accused have been released from custody and are scheduled to appear before the Ontario Court of Justice in Cobourg, on Nov. 19, 2025, said police.
