Cobourg council will meet for a special council meeting on Wednesday, November 12 at 4 p.m. to consider several key matters, including a proposed bylaw amendment that would allow a temporary winter warming room to operate at Northumberland County headquarters on Courthouse Road.
The proposed By-law 055-2025 would amend the Town’s Emergency Care Establishment (ECE) By-law No. 018-2024, temporarily authorizing a third ECE licence. This amendment would permit the use of space at the County’s administration building to serve as a warming room through the winter months, following Northumberland County Council’s recent approval of plans to open the facility in partnership with local social service agencies.
The warming room aims to provide a safe, overnight refuge for individuals experiencing homelessness or at risk during extreme cold weather, complementing other local housing and emergency supports.
In addition to the ECE amendment, Council’s agenda includes a number of items such as policy recommendations for building more homes in Cobourg, a report on the annual surplus/deficit allocation policy, and a progress update on the Town’s multi-year accessibility plan. Council will also discuss motions related to public playground safety, whistleblower protections, and board participation by members of council.
