
The Elgin park housing development is ready for residents
The Northumberland County Housing Corporation (NCHC), is excited to reveal the first part of the Elgin Park, Cobourg affordable housing project. This includes two buildings with ten units each, offering a mix of affordable and regular rental options.
Elgin Park is a big step in the joint effort of the County and NCHC to address the urgent problem of affordable housing in Northumberland. By making better use of an existing property, they’ve increased the number of affordable and regular rental units from 18 to 40.
This marks the first new construction of NCHC community housing. The success of the first phase shows how effective partnerships and leadership from all levels of government can be. The next step, Phase Two, is set to start next month, adding two more buildings and further expanding the affordable housing options at this location.
The redevelopment, with a budget of around $16 million, is led by Northumberland County, with significant support from the federal and provincial governments. They’ve contributed $2.4 million through the National Housing Co-Investment Fund (NHCF) and $5.7 million through the Canada-Ontario Community Housing Initiative (COCHI) in collaboration with both levels of government.
Construction of the first two buildings began in January 2023 and finished on time and within budget. Phase Two, with two more buildings, is scheduled to start next month, aiming for completion in 2025.
