Alan Duthie and Ryan Boyko appear set to represent Ward 5 on Norfolk County council, based on preliminary election results.
The pair are leading the field of 10 candidates competing for the ward’s two seats.
During the campaign, both supported higher-density housing in established neighbourhoods but offered different approaches to tourism taxation and vacant commercial properties.
Duthie supported continuing the Municipal Accommodation Tax, arguing it helps recover the cost of services used by visitors. He opposed higher taxes on vacant commercial properties and supported Ride Norfolk.
Boyko opposed the accommodation tax in its current form, calling for more hotel rooms and other places for visitors to stay. He also advocated substantially higher taxes on vacant commercial properties and changes to Ride Norfolk.
At least one change in Ward 5 representation was guaranteed, with incumbent Doug Brunton running for mayor rather than seeking re-election as councillor.
Results remain preliminary, and the winners have not yet been formally declared.
